A couple moments from The Terror just clicked together in my head: Hickey giving up his tongue and Crozier denying Silna protection, saying that "she's only allowed aboard if she comes screaming for help". The logic being, if you're not capable of asking for help, you aren't allowed that help.
And Hickey gives up his way of asking - because it hasn't helped him nearly enough anyway. So it's not just him giving his tongue to Tuunbaq, but also him taking it away from a humankind that won't listen.
